It's a criss-cross lacing system using loops of material as part of the shoe instead of punched holes, eyelets or attached hoops and hooks. In Irish ghillie shoes the loops are all part of the upper which is thin leather which moulds to the foot like a glove. Modern ghillie systems often feature separate folded ribbons of synthetic material over the outside of the shoe or boot, look at the Hi-Tec Ozark as an example, also popular in running shoes again because the shoe is hugged to the shape of the foot.
