What is etoliation?

It has no meaning at all. It is a spelling error by someone meaning to use the word etiolation. Etiolation is the reaction of a plant to a lower than desirable light level, wherein the plant extends (towards where light might be greater) with increase of internodal length and usually accompanied by pale colour and weakness.
