Pulmonary Function refers to the functions of the heart. And a deficit means lacking, or falling short.

So a pulmonary function deficit means that the heart isn't quite up to scratch. If your heart only managed to pump 40 litres of blood per hour instead of the average 80 (example figures, don't quote me on those), then you could say that this example heart has a pulmonary function deficit.
