The "grooved layer" is actually the brain itself. The cerebral cortex consists of many sulci and gyri (singluar: sulcus and gyrus, or furrow and ridge). The number of gyri directly correlates to the processing ability of the animal; humans have many gyri compared to rats, whose cortex is almost perfectly smooth.
