Both! The kind of outer layer depends on the type of cell - (animal or plant). A plant cell has a cell wall but the animal cell has a cell membrane. The animal cell does not have a cell wall because, a cell wall would be more hard and "strict." The animal cell needs to be more flexible and "loose."
