Voluntary means doing something because you want to do it. Involuntary means doing something that you can not prevent or stop doing. This terminology is often used in describing muscles to differentiate between muscles you can move like those used in walking and ones that move on their own like those used for breathing.
Voluntary unemployment arises when people willingly do not want o work at the existing wage rate whereas involuntary unemployment arises when people who are able and willing to work at existing wage rate, do not find employment. Voluntary unemployment is not considered as a serious problem whereas it gives rise to serious economic and social problem.
A voluntary muscle is under your conscious control, which means that when you want it to move or stay still, you can make it do that. It is intentional motion. Your body does not control it on its own without you making that decision. For example, when you want to talk, you make your vocal cords sound/speak. You made that happen. You chose when it occurred. The hand muscles are another voluntary muscle, because it responds to the actions/orders given by the conscious brain. Same with all voluntary muscles.
An involuntary muscle is NOT under your conscious control, which means your body controls it without you giving it the order/action or without you telling it to. Cardiac muscle is involuntary because its muscles related to the heart and if they were voluntary you would have to mentally tell your heart to pump each time. Smooth muscle tissue is involuntary because of the same reason as cardiac but instead it is located in areas such as hollow organs in the body, blood vessels,bladder, uterus,digestive tract.

You can't control involuntary muscles but you can control voluntary muscles.
The difference between a reflex and a voluntary muscle is simply that a reflex is autonomic response to a stimulus thus making it involuntary. This in direct contradiction to a voluntary muscle movement with is done by making the conscious decision to do so.
