The lysosome in a cell city project would be the Waste Disposal Plant or Recycle Plant becuase the lysosome digests worn out organells and breaks down organalles that no longer function properly.
The Cell Wall would be the wall surrounding the city (no equivalent in modern cities). In comparison, the membrane would be the city border patrol. Nobody is going to get past the cell wall, but once they do whether or not they enter the cell (city) is determined by the membrane and its proteins (border patrol)
I had a project like this, I did a cell is like a city and I made the following organelles compared to everyday use from cities: Chloroplasts-Solar Panels Nucleus- Mayor Cell Wall- City Border Cell Membrane- City Gate Nuclear Membrane- Security Guard Cytoplasm- Streets Mitochondria- Powerplant Chromatin/DNA-Blueprints
The mitochondria would most closely resemble a power plant for a city as the mitochondria is where the energy for a cell is created.
A great city/cell analogy for a cell membrane is a toll booth for it decides what is allowed in and out of a cell. If you don't have a toll booth in your town, make it police men on duty for they do the same thing.

The most basic analogy for chromosomes is that they are the the blueprints since they are large bundles of DNA which is the actual information on your body and how it is constructed, and a blueprint is a detailed plan on how something is constructed.
For my project I did a Recycling Plant, cause it breaks down and RECYCLES cellular components :)

i am not shure, i thought it would be the chloroplasts,but the chloroplasts is the power plant.
I think the border of the city or like a fence or wall would be the best one I can think of.
The cell membrane - without which cytoplasm is meaningless - serves to contain cytoplasm just as a wall would contain a city.

Your town, city, or county would have to decide that was a need and fund the project.
