If the spongy bone was on the outside, people would look puffy or jelly like fillings. They're likely to be very sensitive to every little touch. Plus if an injury would occur the damage to spongy bone would cause less production of RBC's or permanent damage if continuously damaged. Spongy bone is lighter, softer and weaker then compact bone, but it has greater surface area and much more vascular, so it needs to be protected at al times and that's why we need compact bone to be on the outside because its stronger and stiffer then the spongy bone.
