Puberty is a very variable process and in boys the normal range of ages for puberty to begin is from 9 years of age right up until the late teens. The average age for it to start though is around 12 or 13 years of age. Once puberty does start it takes, on average, around 6 years for the process to be completed. Many changes happen during puberty and can happen in different orders for different boys. Your height and weight will increase, your muscles will develop and you will grow pubic hair, hair in your armpits and body hair. Your voice will "break" (get lower in pitch) as your larynx (voice box, Adam's apple) grows larger. You will eventually need to shave and you may suffer from acne, smelly feet, sweaty armpits and you might also find that your penis keeps getting stiff at the exact times when it is most awkward for you. The major difference however is that your body will change from that of a child into that of a man and you will become biologically capable of having children of your own. This is made possible by your body producing sperm. Sperm are produced in the testes (your balls) which, as you know, are located in a bag of skin (your scrotum) which is beneath your penis. Young boys tend to have a small scrotum containing two small testes. Their scrotum tends to be rather ball like and can be found drawn close to the body. Once puberty begins one of the early stages is usually that your testes begin to grow larger, in readiness to begin producing sperm. They work best when they are at a slightly lower temperature than the rest of your body so your scrotum also grows larger and will get looser so that it can hang away from the body, to keep your testes cool. This is what boys mean by saying that their "balls drop," and like I said it generally happens early on in puberty. For a while you will have bigger, low hanging, balls but your penis will still be the same size as it has always been but don't worry your penis will eventually start growing too and will soon catch up.
Your balls/testicles do not literally drop at all. Just after birth they descend into the scrotum. Your balls dropping is just a term used for when Puberty begins.
The slang word "balls" refers to the male testes/testicles.
Gonads are reproductive organs that produce gametes (ova or sperm) and sex hormones. In males, the gonads are the testes, which produce sperm and testosterone. In females, the gonads are the ovaries, which produce eggs and hormones like estrogen and progesterone.

Males have vas deferens, which is a duct that carries sperm from the testes to the ejaculatory duct.

Testicles do not physically "drop" during puberty. The act of a boy having "dropped his balls" usually means he has reached a stage of puberty that allows him to ejaculate sperm and have a deeper voice.

your balls dropping doesn't necessarily mean your balls drop it just mean your ball sac grows heavier and your voice breaks at the same time so people say your balls drop when you are at the main stage in puberty.
