Being an avian veterinarian for over thirty years, I have frequently seen respiratory problems in pet birds. The nasal condition you are referring to is termed rhinitis (rhin/nose, itis/inflammation). There will be active discharge in rhinitis cases visible as moist discharge coming out of the nares (nostrils). This discharge may be clear or cloudy depending upon the nature of the infection. In addition, quite often the nasal discharge may be visible as dark staining on the feathers above the nares. Sometimes the discharge will accumulate in the nares, dry and cause partial or complete blockage. The best way to determine if there is this problem is to take a close look at your bird and be certain that the nares are clear with no build up of dried discharge or debris. If there is a rhinitis, noises can be heard, such as frequent sneezing or wheezing. Wheezing can be variable and is dependent upon the degree of blockage in the nares. These symptoms are abnormal and you should have your bird checked by a veterinarian. Rhinitis can be caused by several things, bacterial, viruses, fungal infection, build up of dirt/debris in the nares, and secondary to irritations from the environment such as smoke/chemical irritants.
