You can post a message on the message board of the one who answered the question and tell them that, while you appreciate the answer they gave, they misunderstood your question. Then try explaining to them what you were actually trying to ask.

To remove a harmful question recatergorize the question into the catch-all category but what I really recommend is to message a Super (supervisors) and in the message put the link of the question and tell them whats bad in it.

To, request an alternate to be split into a separate question you can leave a message on any Supervisor or CA's Message board and tell them what question, and what alternate to split from it.
