That would be the cell membrane which is selectively permeable; allowing some atoms, ions and molecules passage through the membrane and not allowing passage of other substances through the membrane.
The Cellular Membrane does this; a complication arises because the Cell Wrap is different in Plants [Cell Wall] and Animals [Cell Coat], and each has its own set of controlling factors.
The cell/plasma membrane is the cell structure that controls the movement of materials in and out of the cell.
