commonly,iodine is used +++ by those who don't know what they are doing!

Clean a cut with clean water only (drinking-quality water from the cold tap is fine), do not apply any ointment let alone disinfectants like iodine which in any case stings like Hell, then cover with a sterile dressing.

You can use a dressing like Elastoplast on minor cuts assuming the casualty is not allergic to them. If the injury is large, contains a foreign body like glass, or runs a risk of tetanus or other serious infection then having rendered first-aid seek medical help.

Iodine is the element used to prevent the skin infection in cuts and scratches. You have 'Tincture of Iodine', being used for generations, for the same.
Iodine is an antiseptic that kills of bacteria that may accumilate in the cut. Without using iodine, the bacteria may cause an infection. Iodine is used in hospitals just before operations and is painted on the patients skin where the sugeon is going to operate on. This reduces infection rates and turns the skin a yellowy colour.

That may be true in hospitals, but iodine and the like should never be used for home DIY first-aid! Simply wash the wound in clean water, dry, apply a sterile dressing and if necessary or thought wise, seek medical help. Leave painting to the experts.
Iodine +++ NO IT IS NOT! Wash the scratch gently with clean cool water (tap water), pat dry and apply a sterile dressing. An Elastoplast or similar is fine on minor injuries if the casualty is not allergic to them. Otherwise DO NOT apply disinfectants, ointments etc. as these can cause more harm than good.

If a minor scratch has stopped bleeding, provided it can be kept clean it's probably better left exposed to the air as the oxygen helps fight off harmful microbes. However, if the scratch is from a an animal's claws or teeth it is wise to seek medical advice on protection from tetanus among other things.

Iodine is used to paint the skin, to prevent infection.

Commonly used during surgery.
