That would be Dr. J. Lawrence Walkup, former president of Northern Arizona University. The exact quote is actually "To be educated is to become more human." The last time I was on campus (which was a few years ago), this quote was inscribed on a plaque on north campus, I believe in front of the Gammage Building.
