Now for the answer: Viruses are quite unusual, they only have an outer layer which is either a lipid bilayer or just a protein capsid. Both of them have receptors and maybe ligands to gain entry into the cell. Secondly, their outer layer protects just the genome of the virus. That's it, there is nothing but a genome and maybe some accessory proteins of the virus and no organelles like most living organisms have to live an independent life.

That's what makes viruses intracellular parasites, i.e., they need to invade cell to use the genome and protein expression facilities which other larger complex organisms have and they don't.

Hence, viruses are inanimate while outside the host and only become active once they hijack their choice of host.
