I have been practicing for about 60 years. Still can't snap my fingers. I know the sound comes from the finger hitting the palm of the hand, I figured that out on my own as I studied other people snap their fingers.

Do people who bite their fingers have a problem?
Honestly, it just depends why they are biting their fingers. Some people have made a subconsciously habit of it and don't even realize it... others might just like the way it feels to be biting and/ or eating their flesh. i for one know some people who bite their fingers only when they, are anxious, nervous, scared, exct... I bite my fingers with out even realizing it. In those cases, no they do not have a problem. When people bite for satisfaction, yes they may have a minor to sever problem.
Why cant some people get high?

we all use have 6 toes and fingers. But a long time ago our bodies said that we did not need an extra toe and finger, so over time the fingers and toes shrunk because we never used the extra toe and finger, its called adaptation. So then it shrinks and shrinks until, it disappeared. But some people today still have them, because they use them.
