It means like you are being rude and you will not give a person the time of day. Almost as if you were avoiding them and trying to ignore them.
I think they call it hard shoulder also known sometimes as cold shoulder because you are sorta turning away from them and not listening I think the right way of saying it is cold shoulder. Cold means 2 things 1. Being mean or acting in a rude way. 2. shivering because of the damp low weather.
