Can a golden eagle be a pet?

There are special permits required to possess wildlife, especially eagles. Normally limited to shelters, vets and wildlikfe rehabilitators.

no i don't think so but i know some one with a kestrel and a Harris hawk

you can get a perigin falcon to but not big types of birds

Well,

You need to train it very well.

You need a leather mitten specially made for the eagle, and a head cup.

You will probably find these where you buy your pet eagle.

Pet Eagles are allowed with the proper License. Some specific Eagles are not, though, unless you are taking it in as injured.
