Usually, there is no problem doing this. It depends on the individual, as well as their environment. Some people do have problems, and budgies in particular can be very aggressive. So keep a close eye on them.
Also with quails, note they can be very vicious towards each other, sometimes fighting to the death. This usually happens if you keep a few females with more than one male. The males will fight each other. They may even seem to get along fine for a long time, but I have found it is usually just a matter of time. Females can be aggressive too, to both males and females, but that is a lot rarer.
So if you can, have a few females with only -one- male, or keep males together with no females.
not sure butif you do get budgies dont put a a male and a male and a female together one male will eat the male then it will eat the female and then it will eat the eggs and then it will die.

No, birds do not pee liquid. They get rid of extra water and urea (the main waste in urine) through their droppings. If your talking about the bird then yes, all "proper" living organisms excrete.
