It depends entirely on what type of bird it is. Some birds perch right on the grass and some live on cliffs with no grass in sight, it really depends what the bird needs.

The entrance hole usually found near the top of the birdhouse should be place this time near the bottom to block drafts and minimize heat loss. Place 3 roosting perches inside the winter roost at variable heights.

If you have a birdfeeder and birds aren't eating from it you could try putting perches and/or a bird bath near the food. If this doesn't work try getting a different brand of bird seed.
