On Halo Reach you have to find this building with your falcon on the level new Alexander and their is this bomb thing that you activate and you go thorough that big diamond thing and your flying on.

If you do happen to get on a Pelican(which isn't hard), then it will only take you a few feet before blasting off and leaving you to fall to the ground. Oddly, your health will be drained. It's a fun experience though.

You can`t fly a pelican in any Halo except if you get cheatcodes to do so.

For the same reason other birds fly. As a form of locomotion.
