Pigeons are not blind as a general rule. Like all species there are exceptions to the rule and some may be born blind or become blind for various reasons. These do not typically survive in the wild. I wonder if you are thinking of the hunting birds where they keep the birds heads hooded to keep them calm then take off the hood just before they want them to "hunt" the prey. I do not know much about these sporting birds or why they are kept hooded.
