In most ancient art and literature they are described as part bird, part woman (eg. with a woman's head and sometimes torso), similar to the harpies, so yes, they normally have wings. However the earliest and most famous account of them, in Homer's Odyssey, does not mention wings and just describes them as sitting in a flowery meadow, singing so beautifully as to lure men to their island, where they stay, enchanted by the singing, until they die. In some more recent depictions in art they are shown as mermaids, probably due to the fact that in some languages, like French, the same word is used for a siren and a mermaid. Also they are similar, in that they are seductive and dangerous (some stories tell of mermaids luring sailors onto rocks).
