Beagle standards for AKC are 13" and under measured at the top of the shoulders blades. And over 13" but under 15" is also accepted. So there is too class of beagles 13" and 15" classes. Color does not matter, A beagle is a beagle any hound color is allowed. If the blue tick you talk of is a purebred reg. AKC pup it should fall into one of theses two classes. But it is not uncommon for a beagle to exceed 15" I have seen blue tick pups grow to 17". the parents were 13"dam and 15"sire. Truly Misfits and should not be bred!
