The fly in question is an insect, Lytta vesicatoria. The theory is that one makes a powder from the ground-up, dried insects, and eats it.

However, this is not recommended. Not only is it not an aphrodisiac, but it can actually be poisonous. Spanish flies secret a toxin called cantharidin. As little as 10mg of this toxin can be lethal to humans.

Cantharidin is illegal in most countries, at least for consumption purposes. This is why genuine Spanish fly is illegal. But it's much more likely that if you buy something claimed to be Spanish fly, you're probably getting something completely inert and harmless, like paprika or something.
