Both male and female bluebirds take turns incubating their eggs for about (13 to 15 days) or two weeks.
Young bluebirds grow fast, but they usually cannot fly on their own until about 20 days. (It is safest not to open the nest box after their twelfth day to prevent premature fledging and subsequent exposure or predation.)
If the clutch does not hatch at all after 3 weeks remove nest and eggs to re stimulate hatching.
Try not to disturb an incubating female during the first 3-4 days, she will desert if feeling threatened.

I read that Blue birds will hatch within about a week after the mother lays it. Where as I had a Kill-Dee who sat on her eggs for almost 3 weeks---but her chicks were almost ready to run on their own within a day or two(they don't fly much).
You must have patience and let nature take its course.
