If you really mean breeds, there are none - breeds are true-breeeding man-made strains of a domesticated animal. If you mean species, that depends on what you really count as quail as the common name "quail" has no precise meaning in taxonomic terms. If you consider all the birds that are galliformes and are most often called quail (many are also called partridge), there are around 45 species known to science.
