It greatly varies on the type of bird. Macaws, for instance, are not generally know as "talkers". African Greys, on the other hand, can learn to say literally thousands of words. So it varies by the bird, though even if the bird is part of a species of talkers does not mean they'll be guaranteed to talk themselves.

African greys are very good talkers. Their like tape recorders though so be careful what you constantly say around them they pick it up like little kids do.

There is no language called "African." In the continent of Africa there are many countries. And within those countries, there are many languages. None of which are called "African." They are referred to as African languages, but there is no specific language called "African."
