The cost of a pet bird is between $50-150 EVERY MONTH! Even budgies and finches need food, toys, perches, &c. Cockatoos and macaws will be at the high end of that range. Yearly vet trips are between $100 and $300. You will want to keep an "emergency fund" in case something serious happens. Training is ESSENTIAL!! You can either train with videos (Chet Womach's are the best), or you can get professional help. If you don't train, you get a crazy screaming, chewing, feather-plucking, destructive monster; rather than the cuddly, clowny baby you envision. (Think of a puppy or a teenager.) So, your basic setup will be a few hundred to maybe two thousand for a cage, some starter toys, training and food. Everything HAS to be organic and bird-safe, so it's a little pricey sometimes. Birds are WAAAAYYY sensitive to chemicals, even non-stick frying pans are off-limits in the kitchen. Notice, I said nothing about the purchase price of the animal. As you can see, even a "free" bird isn't really free. Get a hand-fed, well-socialized bird WHATEVER THE COST. Be ready: this is not going to be cheap. Even for a $30 pet store budgie.
