I married into a family of beagle lovers. They've always had beagles around for hunting rabbits.
Hunting laws are different in each state, however as far as I know, it's not legal to let your beagle run deer. Also, there are people who will shoot any dog they see running deer ... so it's not really safe for your dog to do so, either.
Check with your local game wardens for more localized information.

Young Beagles need a minimum of a 30 minute walk a day. An hour to 1.5 hours is ideal. A Beagle in good shape could walk all day and not grow tired. Beagles are a hunting breed and need plenty of exercise. They are an athletic breed and many people do not exercise their Beagles enough which is why you see many fat Beagles. Never let your Beagle off leash as he is prone to wander. My 3 year old Beagle thrives on about 1.5 hours of exercise a day. Older Beagles probably need less.Beagles will need daily exercise. Nice long walks do the trick. A shorter ten minute walk in the morning and evening would also be great. The breed was bred for stamina, and they don't get worn out unless you really work them. The good news is, they don't NEED to be worn out to be happy.
deer
Deer do not "go nocturnal". Deer are nocturnal. You see them at all times of the day for several reasons. Weather may stir them up. Deep snow can force them to spend day time looking for food. They may have been disturbed and are moving around. During the Rut deer are more active during the day. But for all intents and purposes- Deer are nocturnal animals.
Mule deer are herbivores. They eat grass. They do not hunt other animals.
