When its itching more then usual or rubbing its head on a perch (watch for any kind of mites though or a skin condition) and when it looses some feathers (not patches though, then your budgie maybe pulling them out or a cage mate might be)
that just means their molting, its no big deal
Many species of birds, including lovebirds, do something called "molting," which means losing their feathers, then growing new ones. Adult lovebirds do this usually twice a year. It's normal and nothing to worry about, unless your bird seems to be plucking its own feathers out and digging at its skin, which could mean it has a skin problem that needs to be seen by a veterinarian. See the Related Link below.
Some signs that your parakeet is dying is their feathers start to thin out, it seems very sleepy, and the face might even be a pinkish color. The bird also might hang out on the bottom of the cage instead of its perch. If the bird shows these signs, it should be seen by a veterinarian.
Yes, this is one of the less effective ways a parakeet cools down--another way is by airorating his feathers or (the beginning of spring way) molting.
umm, it proably doesnt have a baby in its shell. just let it molt.
If your parakeets belly is bigger than normal and if it dosnt want to be bothered
The molting lava started flowing from the volcano. This is an example to the word molting.
Yes it is only normal that he becomes irritable when molting because this is a very stressful suituation for them. My bird "Jazz" is molting and is not being himself. I would just suggest leaving you little friend to himself. Also, make sure he is eating and drinking because sometimes molts lead to sickness. By, Amnesia flower

Replacing its feathers
That is the correct spelling of "molting" (also moulting).
