If you mean "who" rather than "what" then I think the answer is probably "no-one"! But if you mean "what" then the answer is that although Birds of Prey are pretty much at the top of the food chain, this does not mean that nothing ever hunts them. Coyotes, snakes, etc take the young (and eggs) of any bird they can reach, so ground-nesting birds, which includes some hawks, are all vulnerable to them. Also, birds of prey will kill each other, so for example a goshawk will hill a redtail hawk.
