Birds are animals which can hear the young inside the egg as they are near full development. As they are completing development they become very active within the egg. Some birds, such as chickens, are precocious, fully feathered, and basically come out of the egg running. Some birds, such as parrots, are born unfeathered, in a more helpless/needy state, and need to be fed by the parents during development for a period of time after hatching. When the birds hatch they have a special structure on their beak called an "egg tooth" which enables them to crack their way out of the shell. When they begin to hatch and start tapping their way out this is very audible (even to humans). As the chicks near full development in the egg, they can also hear their "parents" outside the egg as well.

Chicks of altricial birds are typically born in a helpless state, characterized by being naked, blind, and unable to regulate their own body temperature. They have soft, downy feathers that may not fully develop until a few days after hatching. Their skin is often pink or grayish, and they are usually dependent on their parents for warmth, food, and protection during the early stages of life.
A long time ago there was a great war over whether women should be able to wear pants. The birds were the creatures that made pants and other clothing. After the war the birds were recognized as state symbols and the "duck" was immortalized into a statue in Chubaca, Africa. And so that is how state birds came to be.
