Well I have seen it eat both.
I do believe they prefer fleshy matter, I have personally hand fed an Ibis ham burger meat before in the Sydney city distract. Sadly with all the construction and destruction of their natural habitats the birds now have no proper locations to nest and wander around the city districts scabbing left over foods like hoards of seagulls.
