Well, when you think about it, more animals are herbivores than what is commonly referred to as plant eaters. For example, horses, elephants, and giraffes eat plants, not just small animals. Of course, herbivores are not the only things owls eat. Skunks, for example, are omnivores and are also the prey of owls.

In reality, there are alot of herbivores not consumed by the owl, but, what I get your question was asking, almost small mammals in an owl's territory are eaten by them.
