You might be able to find an individual bird that meets your criteria, but there's no species that's guaranteed to talk and be affectionate, but not bite or screech.
Of the birds in the common pet trade (excluding mynahs, mockingbirds, lyre birds, etc), only the parrots are likely to talk - and again, there's no guarantee that any given bird will talk.
Based on what you are looking for, one of the Poicephalusgroup might be a good choice.
