some penguins and sea gulls lay there eggs on the floor, but if your asking if they lay eggs without a nest no birds can do that because birds eggs need protection!!!

I think about the only bird that lays it's eggs on the ground are plovers as there eggs are very well camoflagued by the shell colour and don't need protection from a nest as the eggs look just like the rocks and stones that is in the area.

The Killdeer (Charadrius vociferus) lays it eggs directly in the rocks, i have not found any other kind of nest material around them either. the birds sit on the rock all day most days, and seem to attack if they think someone is coming toward them, but I did see the eggs one day when it was rainy. just hiding there in the rocks, very hard to find and i knew where to look.
