Well scientificlay said its becuse electricity flows through the least resisting conduent. In other words its easier to pass through the wire than through the bird , and its lazy :D
To get electrocuted you need to complete an electrical circuit. That takes two wires or a wire and an "earth". A bird on a wire is not making a connection to a second wire or to the earth. Therefore no electricity flows and they are perfectly safe.
The birds seem to have a sixth sense when it comes to these things. Maybe they've just learned from experience. Think about it, if those two birds touch then they become electricity conducters instead of insulators, and are electricuted.
