A Jack Russel is normally hyperactive, a beagle is usually more of a couch potato. All dogs need exersice and beagles love to be outdoors with their nose to the ground hunting lizards, squirls and anything else they can. Besides allowing the dog plenty of time to be outside you can also burn up the extra energy by playing fetch with your beagle.
AnswerI don't know your dog. So I won't presume to know why he's hyper.. but beagles are KNOWN for being hyper active dogs. Walking them outdoors, and playing with them may help with exciteability. Also crating them works too.
