Why isn't an owl a mammal?

No owls are mammals. A mammal feeds its young by way of breast milk and bears live young...except in rare instances like platipus. Owls lay eggs and have to wait until they hatch in order to begin feeding them with regurgitated food the mother/father have eaten....then when the owlets are larger, they get whole specimens (like worms) or parts of specimens that their parents have ripped off a prey and placed near their screaming hungry mouths.
