geese cant tell if eggs are bad but the mother can comunicate with the babies while they are forming and i have seen it happen where every goose nest in the area there is always one bad rotten egg left over in the nest after hatching.

Usually the geese don't know they are bad until it is past the time they are supposed to hatch. So they probably wont abandon it until after hatching time.

Why would a Canada goose lay an egg in a puddle in a parking lot?

Did you see her lay the egg or did you find the egg in the parking lot? If you saw her lay the egg in the lot I would say that while trying to lay the egg it became stuck and she walked until it worked it's way out. If you found it in the lot, chances are a local nest was raided the predator dropped the egg before he could get away with it.
