If your windshield wipers stay in the up position when you turn them off it is because the wiper motor has lost its lubrication. Simply take the wiper motor plastic cover off and spray some wd40 or a silicone spray libricant onto the spring and gears and then turn the wipers on and let them run for 20 seconds or so to work the lube in. Once you turn the wipers off the motor which lowers the blades then the motor actually will rotate backwards to set the blade in the rest position will be free to move. Once you do this I would suggest putting a real grease on them. Just spread the grease around the spring and shove a liberal amount down onto the gears to permanently replace the wd40 or silicone spray you used which was only a temporary fix. This also not only works on the vics but also any other vehicle especially the Chevy ventures and Montana familys which are known for poor lubrication in the wiper motors. Hope this helps.
