if you are under 21 then you need to pass a boaters education test. Boats US do a free one on their website. Type in to Google Boats US online course and its the first one. Once you have done that send it tow FWC. Their address is on the Boats US website aswell. Then you'll get sent your boaters id card and as long as you have that on you aswell as a photo id aswell you'll be ok. But this is only by yourself. An under 21 doesn't need one if someone is on the boat over 21 or between 18 and 21 with a safety card. If the boat is less than 10 hp you need nothing. Any more info on Boats US or FWC website.
