They have foundations, usually held up by wooden piles.

It floats on the Adriatic Sea.
Tectonic plates move below the ground, shaking and damaging buildings foundations.
The buildings in Venice were primarily constructed using a type of wood known as alder, along with other species like larch and pine. These woods were chosen for their durability and resistance to water, as they were submerged in the marshy foundations of the city. The wooden piles were driven deep into the soft ground to create a stable base for the structures above. Over time, the anaerobic conditions underwater helped preserve the wood, preventing decay.
I think there is a Venis buiding in Italy
Venice, Italy is a city known for sinking due to a combination of factors such as land subsidence, rising sea levels, and the weight of the buildings on its foundations. efforts are being made to combat this issue with projects like the MOSE flood barrier system.
Dey were bilt wit bloks
they dont float they are built on partly land and partly cement columns
Buildings in Spore cannot float. But I guess you can put a building on a very thin cilinder. In the real life a normal buildings built like this will crash. In spore they can't. So that can be floating. But to make the buildings float-float is impossible. Belive me, I tried.
