Remove the starter (3 bolts) then you will see the shift rod under the carburetror. remove the screw connecting the shift rod. there are 5 bolts holding on the lower unit remove the bolts and the lower unit can be removed. then you cam remove the water pump housing and replace the impeller.

possible fins/impeller blades on water pump are coroded away or impeller is come loose from water pump shaft. In a lot of racing applications we take a new water pump apart and weld the impeller to the shaft before installation
typical Audi problem. The water pump is stuffed. Impeller is free wheeling on its spindle. $$$
