you usually judge boat speed depending on its size. if its a smaller boat then it would be by MPH. but for bigger boats they go by knots
It was held over the side of a boat to judge speed of the boat while moving on water. The water would force the bubble up the tube showing the speed the boat was traveling. I just saw one in my shop that had the original instructions with it. I have a scan of the instruction sheet.
