If you are going to operate a boat that is a commercial vessel and you are going to carry more than 6 paying customers then you must obtain a license from the US Coast Guard. The minimum age for all licenses is 19. There are different levels of licenses available depending on the gross tonnage of the vessel that you intend on operating. You have to take a course and tests that are offered by the US Coast Guard.
