well, currently there is a 16 year old girl from Australia who is attempting to sail across the world by herself unaided, so I'd assume either you have to be 16 or you only need the knowledge to drive a sail boat and a sailboat. Oh, she has been sailing since she was 8, apparently, but not a sailboat.
