take your cover off of the pull cord, there should be a slot in the wheel that turns your crank, take your cord and tie a knot at the end of it a slip it in the slot wind the cord around the wheel bolt cover back on go have some fun....
If its just the cord, then follow the old cord to the back side of the engine ( really the side of the engine closest to the firewall ) and replace it. When the engine is cold, plug it in and you will hear the block heater heating up. If you don't hear anything, then replace the heater also. That requires a little more knowledge.
To replace the cord for a block heater on a 2000 Malibu, unplug the old cord from the block and plug in the new one. The end of the block heater cord can be found by tracing the cord back to where it is plugged into the motor.
Purchase a replacement cord end from a home improvement store matching the existing one. The cord end will come with instructions explaining how to replace the old end with the new.
Unplug it and replace it.

If the cord hangs loose/does not rewind you have a broken rewind spring. Not difficult to replace.

In general- secure a replacement starter cord. Remove the cord starter reel, Wind the spring driven reel about 5 turns, aligning the cord hole in the reel with the channel for the cord. While holding the reel against the spring, insert the starter cord, tie a knot on the cord inside the reel, let the spring gradually turn the reel until the cord Is wrapped on the reel, replace the starter wheel unit on the weed eater, replace the screws that hold it in place.
The IEC 603020 cord is a standard power cord that can be used on many differant devices. They are also used to replace a lost or damaged cord. Power cords are not very costly.
