I think it would be Harris. While I do hate the whole novel and its characters, Harris, to me, seems the most condescending in the book. He drinks, he's dumb, and he wears unfashionable clothes. This gives him the edge (in terms of hating a character), and so he has landed as the worst character in the book Three Men In A Boat, in my opinion.
